Amends Utah's existing ban on certain food additives in public schools, prohibiting foods containing potassium bromate, propylparaben, and seven FD&C synthetic dyes (Blue No. 1 & 2, Green No. 3, Red No. 3 & 40, Yellow No. 5 & 6) from being sold, donated, offered, or served during the school day.

Creates a new exception allowing individuals to donate food items containing prohibited additives to school food pantries, and permits schools to accept and distribute these donated items to address student food insecurity.

Phases out the exemption for small charter schools and school districts (5,500 students or fewer), requiring them to comply with the food additive restrictions beginning in the 2027-2028 school year.

Maintains existing exceptions allowing parents to provide prohibited foods to students, teachers to do so with parental permission, and sales at concession stands, school-sponsored events, and vending machines.

Takes effect July 1, 2026.
