Summary of H.B. 357: Amendments to Motor Vehicle Data Privacy

• Extends the Utah Consumer Privacy Act to motor vehicle manufacturers who sell or lease vehicles in Utah and collect personal data through vehicle data collection systems, regardless of revenue thresholds that apply to other businesses.

• Requires motor vehicles with model year 2030 or later to include in-vehicle privacy controls allowing consumers to view data categories collected, see which third parties receive their data, opt out of data sales and targeted advertising, and delete readily accessible data.

• Exempts vehicle safety data (airbag deployment, collision avoidance), operational data (engine control, battery level, transmission), and data required for legal compliance from consent requirements.

• Mandates motor vehicle manufacturers delete all personal data within five business days upon receiving a court order or legally issued protective order.

• Requires the Motor Vehicle Division to publish information on its website about motor vehicle owners' data privacy rights; bill takes effect January 1, 2027.
