Creates the "Preceptor Fund" as an expendable special revenue fund to compensate health care providers (physicians, physician assistants, and advanced practice registered nurses) who supervise students in clinical training

Requires preceptorships to be a minimum of 160 hours of direct instruction, training, and supervision for students enrolled in Utah-based medical schools, APRN programs, or PA programs

Allows health care providers to combine supervision hours across multiple students to meet the 160-hour minimum requirement

Directs the Division of Professional Licensing to allow health care providers to donate to the fund during license application or renewal processes
