Each school district must staff a full-time certified teacher librarian at the district level or through a regional education service agency by July 1, 2031

Certified teacher librarians must oversee library collection development, improve student reading achievement, assist schools with sensitive material compliance requirements under Section 53G-10-103, and develop curricula for library media state standards

The position requires providing professional learning and mentoring to teachers and school librarians on topics including library operations, literacy promotion, information/media/digital literacy integration, and library technology

The State Board of Education must distribute legislative appropriations to fund these positions and establish minimum qualifications and licensure requirements through administrative rulemaking

Effective date: July 1, 2026
