Customer participation is voluntary; customers may switch between tariff options and return to previous tariffs under commission-established terms

Utilities must provide clear written disclosure explaining tariff differences, credit rates, time periods, and the customer's right to return to their previous rate schedule

Existing net metering or net billing customer rights are preserved; tariffs may include provisions for battery storage coordination
