Clarifies that disaster relief loans from the Agriculture Resource Development Fund are limited to 10% of the combined fund balance and outstanding loans, rather than 10% of legislative appropriations

Authorizes the Commissioner of Agriculture and Food to remove conservation district board members for cause with commission approval, and allows agricultural water optimization grant applicants to optionally consult with the Division of Water Rights
