Establishes a 12-member Guardian ad Litem Oversight Committee under the Judicial Council to oversee the statewide guardian ad litem program, assess its effectiveness, annually review cases, and evaluate compliance with statutory obligations

Requires attorney guardians ad litem to inform the court at each hearing whether the minor expressed a desire to attend and the date of the attorney's last interaction with the minor, including the method of contact

Mandates that courts consider a minor's best interest within the context of parental rights and child and family protection principles outlined in Sections 80-2a-201 and 80-4-104 when making determinations

Limits redactions in fatality review committee reports provided to the Child Welfare Legislative Oversight Panel and Health and Human Services Interim Committee to only referent identifying information and surnames/addresses of other individuals
