Renames the "Outdoor Adventure Infrastructure Restricted Account" to the "Outdoor Adventure Restricted Account" and expands permissible uses to include the Every Kid Outdoors Initiative, outdoor recreation grants, and administrative costs (capped at 2% of appropriated funds)

Creates the Every Kid Outdoors Initiative administered by the Division of Outdoor Recreation to promote outdoor recreation for children ages 3-18, with emphasis on underserved communities and STEM-related nature education

Restructures the distribution formula from the Outdoor Adventure Restricted Account: at least 15% to State Parks, at least 4% split between UCORE grants and the Every Kid Outdoors Initiative, at least 18% to Recreation Restoration and Outdoor Infrastructure grants, at least 53% for larger projects recommended by the Outdoor Adventure Commission, and at least 10% to the Utah Fairpark District

Expands eligibility for UCORE (Utah Children's Outdoor Recreation and Education) grants by allowing federal agencies and state agencies to receive grants, while maintaining the prohibition on for-profit entities

Lowers the age eligibility for children's outdoor programs from 6 years old to 3 years old and authorizes the Division to use Outdoor Recreation Infrastructure Account funds for administrative costs of grant programs; effective date is July 1, 2026
