Repeals Utah's Guest Worker Program (Title 63G, Chapter 12, Part 2), which would have allowed undocumented individuals to obtain state-issued work permits, along with related employee verification provisions and the Utah Pilot Sponsored Resident Immigrant Program Act (Title 63G, Chapter 14)

Removes the scheduled repeal of the Private Employer Verification Act that was set to occur when the Guest Worker Program started, keeping private employer verification requirements in place permanently

Eliminates the Identity Theft Victims Restricted Account that would have compensated victims of identity theft prosecuted in connection with the Guest Worker Program

Modifies exceptions to lawful presence verification for public benefits, removing exemptions previously tied to the Guest Worker Program including certain scholarship programs, home loans, and securities license applicants

Takes effect May 6, 2026, and requires technical conforming changes across approximately 20 Utah Code sections to remove references to the repealed programs
