Creates a four-year Dyslexia Screening Pilot Program requiring the State Board of Education to administer dyslexia screening and intervention services for participating district and charter schools

Appropriates $3,500,000 for fiscal year 2027, allocated as: $1,500,000 for developing a free dyslexia screener at the University of Utah Education Policy Center, $1,700,000 for a statewide dyslexia intervention plan, and $300,000 for intervention services at two pilot elementary schools (one rural, one urban)

Requires participating schools beginning July 1, 2027 to screen kindergarten through first grade students who score below average on benchmark assessments, with additional screening when teachers or parents observe dyslexia characteristics

Mandates the University of Utah Education Policy Center and College of Education to develop evidence-based screening tools, provide educator professional development, and annually evaluate program effectiveness

Program is set to repeal on July 1, 2030, with annual reporting requirements to the Education Interim Committee on screening and intervention outcomes
