Towing dispatch vendor technology products may not require tow truck operators to manipulate wireless devices in ways that violate distracted driving laws (Section 41-6a-1716) or enter information into databases other than the state's established vehicle database

Dispatch fees for towing entities using a vendor are capped at 50% of the administrative fee set by the department, and towing entities/vendors are prohibited from charging tow truck motor carriers any fee for being dispatched

The abandoned vehicle recovery fee that tow truck operators may charge increases from 25% to 40% of the relevant dispatch fee, while eliminating the previous annual calculation requirement based on State Tax Commission data

Tow truck motor carriers removed from a dispatch rotation list are subject to expanded removal provisions that also apply to any other carriers sharing common ownership with the removed carrier

Effective date is May 6, 2026, with a coordination clause specifying that provisions in this bill supersede conflicting amendments in S.B. 242 (Transportation Amendments)
