Municipalities and counties within the Great Salt Lake basin must adopt, maintain, and enforce water efficient landscaping requirements for new development by November 1, 2027

Local governments may consider regional-based water use efficiency standards established by the Division of Water Resources, which can help landowners qualify for state incentives under Section 73-10-37

The Division of Water Resources must keep records of local compliance, annually publish a list of non-compliant municipalities and counties on its website, and may provide technical assistance to local governments

Local governments cannot require property owners to install or maintain lawn or turf in areas less than eight feet wide

The bill takes effect May 6, 2026, and changes terminology from "water wise" to "water efficient" landscaping throughout the affected code sections
