Appropriates $2,750,000 from the General Fund for fiscal year 2027 to establish the Great Salt Lake Preservation Program, with appropriations designated as nonlapsing

Creates a five-member Great Salt Lake Preservation Board to lease agricultural water from farmers for the benefit of the Great Salt Lake, with lease rates set annually based on the five-year average price for alfalfa hay

Limits full irrigation season leases to no more than two years out of a five-year period on the same agricultural field, with the board required to prioritize senior adjudicated water rights

Establishes streamlined processing for water leasing applications filed by December 1 for leases commencing April 1, applicable to surface water within established distribution systems served by water commissioners

Protects leased water from diversion or impoundment by intervening users between the release point and the Great Salt Lake, with the state engineer authorized to direct passage through impoundments at the owner's expense
