Defines "harm" as a present, recognizable, and significant harm to the health, safety, or financial welfare of the public, including physical injury, property damage, or financial harm

Requires the Office of Professional Licensure Review to document its review findings when evaluating occupational regulations, including whether harm exists and the harm's severity, probability, and permanence

Expands the office's inquiry response duties to include non-legislators, subject to the office's capacity and resource constraints

Requires the office to notify the legislators representing any non-legislator who submits an inquiry about occupational regulations
