Manufacturers of menstrual products (tampons, sanitary napkins, menstrual cups) sold in Utah must include ingredient labels on packaging beginning December 1, 2027, listing all intentionally added ingredients in order of predominance by weight

Required disclosure includes specific chemicals of concern: lead, cadmium, arsenic, dioxin (TCDD), and PFAS (perfluoroalkyl and polyfluoroalkyl substances)

Labels must be conspicuous and legible on outside packaging; manufacturers may alternatively use technology such as website links to provide ingredient information

Trade secrets and confidential business information are protected and may be listed by common name only, though this protection does not apply to the specified chemicals

Division of Consumer Protection authorized to enforce requirements with administrative fines up to $2,500 per violation, court-imposed fines up to $2,500 per violation, and civil penalties up to $5,000 for violating administrative or court orders
