Appropriates $20,000,000 for fiscal year 2026 to create a small farm assistance program, with at least $10,000,000 designated for grants and up to $10,000,000 for loans

Allows the conservation commission to award loans and grants to small farmers (those owning or leasing farms of 20 acres or less) for acquiring or expanding active farmland, down payments, equipment purchases, and operational costs

Loans may not exceed 10-year terms but can be renewed; interest rates must consider USDA Farm Service Agency rates and current prime rates

Requires the Department of Agriculture and Food to report to the Natural Resources, Agriculture, and Environment Interim Committee by October 30, 2026 on program status, fund balances, and farmer details
