Creates the Unspent Balances Restricted Account within the General Fund, effective May 6, 2026

Requires the Division of Finance to annually deposit 50% of lapsing balances and 50% of excess account balance transfers into the restricted account, capped at $5,000,000 per fiscal year

Transfers only occur in fiscal years when there is a General Fund revenue surplus and no Income Tax Fund revenue deficit (or when the General Fund surplus equals or exceeds any Income Tax Fund deficit)

Allocates restricted account funds subject to legislative appropriation: up to 50% for child care subsidies or grants through the Office of Child Care, and up to 50% for behavioral health services as directed by the Utah Behavioral Health Commission
