Reorganizes Utah's special education funding statutes by creating separate sections for the Self-Contained Program, Self-Contained Support Add-on Program, Preschool Program, Extended School Year Program, and program implementation impact aid

Defines "services eligible for the self-contained WPU" as specialized instruction of 180 minutes or more per day for students with disabilities per their IEP

Allows LEAs to use up to 25% of Self-Contained Support Add-on Program funds for general education costs

Requires the State Board of Education to subgrant funds to LEAs for special education services to students in state care and to establish accounting procedures

Caps statewide growth in preschool special education enrollment at 8% over the prior year's December 1 count; effective July 1, 2026
