Prohibits self-attestation for Medicaid eligibility verification of income, residency, identity, and citizenship/immigration status; requires redeterminations every 6 months for expansion population and every 12 months for traditional population

Limits Medicaid retroactive eligibility to 1 month for expansion population and 2 months for traditional population, and restricts benefits to qualified citizens including U.S. citizens, lawful permanent residents, and certain refugee categories beginning October 1, 2026

Requires quarterly cross-checks against the Social Security Administration death master file and monthly submissions to CMS's national database to identify deceased enrollees and individuals enrolled in multiple states, with recoupment of funds paid after date of death

Prohibits SNAP work requirement waiver requests without approval by the Legislature and governor by concurrent resolution, and requires documentary proof of citizenship or immigration status for SNAP eligibility using SAVE system verification
