Adds a new statutory definition of "social health" to Utah Code Section 68-3-12.5, which contains definitions applicable throughout the Utah Code

Defines social health as an individual's ability to build and maintain mutually supportive relationships across communities (family, peers, school, work, neighborhood), listen with curiosity, understand others' perspectives, regulate emotions during conflict, find common ground, and be empathic while asserting one's own needs

Includes in the definition the consideration of others' needs for any action to ensure social health, feelings of being valued and listened to by others, and a measurable construct assessing perceptions of social health and belongingness
