Creates a formal process for special designation of state highways, requiring at least a five-mile gap between designated portions and limiting each individual to only one highway designation

Restricts honorary designations to individuals who have been deceased for at least five years and demonstrated exceptional bravery in line of duty or provided extraordinary contributions to Utah

Establishes a six-member highway designation review committee (three senators, three representatives, including at least two minority party members) exempt from open meetings requirements

Limits special highway designations to one approval per year by both the review committee and the Transportation Interim Committee

Requires signage to comply with department standards, limited to two signs per designation (one per direction), funded by state General Fund appropriations or private donations
