Property transfer reporting requirements established: county recorders must provide monthly digital reports to registered secondary water suppliers containing parcel ID, grantor/grantee names, and recording dates for property transfers within service areas

Public water systems and wastewater providers must meet local investment requirements (calculated as 1.5-3% of median adjusted gross income multiplied by connections) to qualify for state water infrastructure funding, effective January 1, 2027

Exemptions from local investment requirements available for systems serving populations of 3,300 or fewer that can demonstrate undue hardship; the Water Development Coordinating Council must calculate requirements by September 1, 2026 and update them every five years
