LEAs may adopt citizenship grading policies beginning with the 2027-2028 school year, evaluating students on attendance, meeting deadlines, class participation, and teacher communication; parents may opt their students out of citizenship grading

Teachers may include up to 10% of a student's final grade (grades 7-12) based on attendance, with LEAs permitted to adopt policies allowing up to 20% attendance-based grading

High school students (grades 9-12) may test out of core classes in English, math, science, and social studies by demonstrating proficiency without enrolling in the course, starting in 2027-2028

Creates the Citizenship Scholarship Fund for higher education, funded through voluntary contributions on state income tax returns and administered by the Utah Board of Higher Education

Repeals the requirement for individualized attendance plans with parental consent before incorporating attendance into course grades
