Agencies may request funding for architectural programming without submitting a feasibility study, but must complete programming before requesting design and construction appropriations

Division of Facilities Construction and Management exempted from statutory performance and payment bond requirements for construction contracts, though the division may require bonds when necessary to protect against financial loss or performance risk

Excess funds from the statewide contingency reserve may be transferred to the General Fund or Income Tax Fund, except funds attributable to higher education or technical college projects must be transferred to applicable capital project funds
