Exempts the Office of the Attorney General from internal service fund rules and requires billing based on actual time spent, recorded in 15-minute increments with hourly rates reflecting total compensation plus overhead

Requires agencies and the Attorney General's office to annually agree on retainer amounts before October 1, which are then included in the governor's proposed budget and formalized through service-level agreements after legislative appropriation

Creates the Legal Services Retainer Fund where agencies transfer their appropriated retainers on July 1; agencies must pay from their existing budgets if legal services exceed their retainer balance

Establishes the Legal Services and Litigation Program to fund civil litigation defending state statutes' constitutionality or matters of statewide importance, with notification requirements to legislative leadership for matters exceeding $100,000 and to the Legislative Management Committee for matters exceeding $500,000

Takes effect May 6, 2026, with the new billing and retainer system beginning July 1, 2027; appropriations to the Legal Services and Litigation Program are designated as nonlapsing
