Establishes the Graduate Student Supplemental Revolving Loan Fund to provide competitive low-interest loans to graduate students whose program costs exceed federal financial aid borrowing limits.

Eligible programs include nursing, physician assisting, public health, social work, counseling, marriage and family therapy, physical therapy, occupational therapy, audiology, architecture, accounting, and education.

Fund sources include degree-granting institutions' unspent carry-forward balances as of July 1, 2027, legislative appropriations, private/public contributions, and loan repayments.

Utah Board of Higher Education must administer the fund, establish rules for loan application and repayment, and submit annual reports to the governor and Higher Education Appropriations Subcommittee.

Effective date is July 1, 2026; no money is appropriated in the bill.
