American constitutional government and citizenship must be taught as two distinct semester courses (1.0 unit total), and United States history must be taught as two distinct semester courses (1.0 unit total); students cannot take the same semester course twice to meet graduation requirements

Elementary students (kindergarten through grade 6) must receive regular social studies instruction, which may be delivered through integrated instruction with English language arts and mathematics

Literacy coaches must support the integration of social studies content into literacy instruction to enhance both reading comprehension and content knowledge

Local education agencies must implement all elementary social studies requirements by July 1, 2031, including providing professional development for teachers and reporting instructional time and student outcomes to the state board

Repeals the American civics education initiative for adult education (Section 53E-4-205); bill takes effect July 1, 2026
