Adds digital assets (virtual currency, cryptocurrency, stablecoins, NFTs) to Utah's Revised Uniform Unclaimed Property Act, establishing a 3-year abandonment period after the owner's last indication of interest

Requires digital asset holders to deliver abandoned assets to the administrator's designated custodian within 30 days of reporting, or sell/liquidate assets if the administrator determines custody is impractical or costs exceed value

Exempts digital asset holders from delivery requirements if they lack the private key or authority to transfer, but mandates annual determination of transfer capability and continued maintenance

Prohibits the administrator from selling digital assets until 3 years after receiving custody and notifying the apparent owner, and shields both administrators and holders from liability for value fluctuations
