Governor's office housing strategy expert must complete a feasibility study examining how higher education student populations impact home ownership in surrounding communities, including magnitude and costs

Study must propose mitigation opportunities such as creating dedicated student, faculty, and staff housing on state- or institution-owned land, or facilitating development agreements with third-party developers

Study process must involve university presidents, Utah Board of Higher Education, developers, municipalities with higher education institutions, and other interested parties

Report on the feasibility study must be submitted to the Higher Education Appropriations Subcommittee before November 1, 2026

Bill takes effect May 6, 2026, or earlier if approved by two-thirds of both legislative chambers
