Establishes the Public Education Economic Stabilization Trust Fund, managed by the state treasurer and exempt from the Money Management Act, to provide long-term investment growth for public education funding

Requires an annual appropriation of $350,000,000 from the Public Education Economic Stabilization Restricted Account to the new trust fund, beginning fiscal year 2027, before other statutory one-time appropriations

Authorizes the state treasurer to invest trust fund assets as a prudent investor, employ professional asset managers, and deduct administrative costs from earnings

Mandates that all interest and income earned from trust fund investments be deposited back into the trust fund, with the Legislature authorized to make appropriations for public education purposes

Takes effect July 1, 2026
