Prohibits the Utah Office of Homeless Services from spending any current or future state-appropriated funds to establish a "large-scale, low-barrier shelter," defined as a year-round homeless shelter with 300 or more beds

Temporary emergency shelters are explicitly excluded from the prohibition and may still receive state funding

Repeals Section 63A-5b-807, which authorized eminent domain of unincorporated city-owned land for homeless services purposes

Effective date is May 6, 2026
