Creates a new elected Secretary of State position in Utah, with the first election to be held in the 2028 regular general election

Transfers most duties currently assigned to the Lieutenant Governor to the new Secretary of State, including election oversight, redistricting responsibilities, regulation of lobbyists and notaries public, keeping the Great Seal, and authentication of official documents

Secretary of State salary set at 90% of the Governor's salary, same as Lieutenant Governor, State Auditor, and State Treasurer

Bill takes effect January 1, 2027 (with some sections effective January 1, 2029), contingent upon voter approval of a constitutional amendment (H.J.R. 25) creating the office

No money appropriated; makes technical and conforming changes across multiple Utah Code sections to replace "lieutenant governor" with "secretary of state" for transferred duties
