Body art facilities offering scarification must perform procedures in a dedicated enclosed room, verify client age, and provide written aftercare instructions including infection warning signs and injury reporting information

Performing or offering scarification on a minor for pay or in a business setting is a class B misdemeanor with a mandatory minimum fine of $1,000

Defense available if the practitioner had no actual knowledge of the minor's age and reviewed, photocopied, and retained a government-issued ID showing the person was 18 or older

Office of Professional Licensure Review must study scarification practices and report findings to the Health and Human Services Interim Committee by November 1, 2026
