Counties must accept and process plan review applications for single-family dwellings on "qualifying parcels" — land created by written instrument before the county adopted subdivision approval requirements and located in zones permitting single-family dwellings

Parcel owners must meet conditions including minimum setback requirements, utility provider approval, local health department approval (if required), and street frontage dedication (if required by ordinance)

County approval of a building permit does not obligate the county to accept/maintain streets, extend utilities, or limit enforcement against unauthorized parcel divisions

Adds "protect property rights" to the stated purposes of county general land use authority under Utah Code
