Renames the Agriculture Conservation Easement Account and the LeRay McAllister Working Farm and Ranch Fund, and repeals five accounts/funds including the Navajo Water Rights Negotiation Account, Conversion to Alternative Fuel Grant Program Fund, Wildlife Resources Conservation Easement Account, Wild Game Meat Donation Fund, and Colorado River Authority Restricted Account

Creates the Energy Development Infrastructure Fund as a revolving loan fund to provide loans to public entities for infrastructure supporting nuclear power generation and transmission, with $5,000,000 appropriated from the General Fund

Modifies state grant administration requirements, prohibiting administering agencies from using direct award grant funds for administrative costs unless specified in intent language, and clarifying state auditor authority to audit grant funds

Changes the Electrical Energy Development Investment Fund from an expendable special revenue fund to a special revenue fund with nonlapsing appropriations, and expands permissible uses to include district energy systems

Amends Board of Examiners procedures to disqualify members from reviewing overexpenditure reports for their own office's budget, and allows agencies to expend up to 100% of excess dedicated credits when appropriated to expendable special revenue, proprietary, or fiduciary funds
