Defines "transnational repression" as conduct by agents of foreign governments or foreign terrorist organizations targeting individuals in the U.S., including harassment, intimidation, surveillance, threats of physical force, financial coercion, and abuse of administrative processes

Requires the Utah Board of Higher Education to direct state institutions to provide international students with information about transnational repression and how to report incidents to law enforcement

Creates a criminal penalty enhancement that increases the severity of any offense by one level (e.g., class B misdemeanor to class A misdemeanor, third degree felony to second degree felony) when committed at the direction of a foreign government or foreign terrorist organization to coerce a victim's behavior

Enhancement applies when the crime is intended to compel someone to act on behalf of a foreign government/terrorist organization, leave the United States, or do/refrain from doing any act against their will

Effective date: May 6, 2026
