Municipalities may hold a primary election when candidates for an office exceed twice but do not exceed three times the number of positions to fill; a primary is required when candidates exceed three times the positions available

Special districts may hold a primary election only if authorized by the special district board and if candidates exceed twice the number of positions to fill

No primary election is held if candidates do not exceed twice the number of positions needed, and those candidates are automatically considered nominated

Amends Utah Code sections 10-2a-215, 17B-1-306, and 20A-9-404 regarding election procedures for new municipalities and special districts
