Appropriates $114,950,700 from the General Fund for fiscal year 2027, including $90.5 million for 30 new adult patient beds at Utah State Hospital (12-30 beds for neurological disorders), $10 million ongoing for community-based peer support specialist grants, and funding for two new Mobile Crisis Outreach Teams and up to two rural behavioral health receiving centers

Transfers administration of the Governor's Suicide Prevention Fund from the governor to the Office of Substance Use and Mental Health, which will also appoint the statewide suicide prevention coordinator

Renames the Utah Substance Use and Mental Health Advisory Committee to the Utah Behavioral Health Policy Review Committee and shifts several of its duties to the Utah Behavioral Health Commission, including oversight of suicide prevention efforts, state hospital bed planning, and behavioral health workforce initiatives

Requires the Department of Health and Human Services to establish by December 31, 2026 a statewide database tracking individuals involuntarily committed under civil commitment statutes

Creates a family outreach specialist position within the Medical Examiner's office to engage with families of individuals who died by suicide or overdose and assist with suicide intervention, prevention, and postvention efforts
