Requires appointing authorities to designate an "alternative board member" who is an elected official when a non-elected individual is appointed to a special district board of trustees

Alternative board members serve only when the board is considering or voting on "proposed increased assessments" (proposals to raise assessments, fees, or taxes on persons within the district)

Non-elected board members are prohibited from voting on proposed increased assessments; if a board member was elected at appointment but later loses elected status, the voting restriction applies

Amends Utah Code Sections 17B-1-302 and 17B-1-304 governing special district board member qualifications and appointment procedures

Takes effect May 6, 2026
