The definition of "life essential items" that owners can retrieve from impounded vehicles without paying fees is expanded to include cell phones and tools specific to the owner's current employment

Retrieval of life essential items from impounded vehicles may be denied if it would cause unreasonable delay to impounding/storage or create a safety risk; effective date is July 1, 2026
