Division of Integrated Healthcare must establish a public online dashboard by December 31, 2026, displaying Medicaid managed care data including total spending by billing code, provider type, care setting, prescription drugs by active ingredient, and emergency room utilization, with quarterly updates organized by managed care plan.

Managed care organizations must submit copies of all CMS-related data, reports, and disclosures to the division within 30 days, which the division must then publish on its website in searchable, machine-readable format within 30 days of receipt.

Risk contractors and subcontractors must quarterly identify and document all improper payments, conduct root cause analyses, repay amounts owed within 30 days, and develop corrective action plans addressing policies, procedures, and internal controls.

Department of Health and Human Services must publish improper payment reports and corrective action plans on its website, and managed care organizations terminated from the Medicaid program are ineligible for new contracts for five years.

Division must annually report to the Health and Human Services Interim Committee and Social Services Appropriations Subcommittee by November 1 on managed care organizations' financial performance and service utilization; bill takes effect May 6, 2026.
