Expands the definition of "recreational infrastructure project" to include the restoration of natural features, such as waterbodies, to provide greater public access to outdoor recreation

Adds waterbody restoration as an explicitly eligible project type for outdoor recreational infrastructure grants alongside trails, wildlife watching, winter recreation, community parks, and playgrounds

Amends three sections of Utah Code related to the Outdoor Adventure Infrastructure Restricted Account and the Outdoor Recreational Infrastructure Grant Program
