Up to $7,000,000 of annual interest earned on the Medicaid ACA Fund will be deposited into the Division of Services for People with Disabilities Restricted Account beginning July 1, 2026

Remaining interest from the Medicaid ACA Fund after the $7,000,000 deposit will go to the Medicaid Growth Reduction and Budget Stabilization Account

Funds deposited into the Disabilities Restricted Account must be used specifically to serve eligible individuals who would otherwise remain on the Division of Services for People with Disabilities' waitlist

Interest transfers to the Budget Stabilization Account are suspended in years when the Medicaid ACA Fund principal falls below the five-year expenditure value at risk, as determined by the Legislative Fiscal Analyst and approved by Executive Appropriations Committee

Most provisions take effect May 6, 2026, with certain sections taking effect July 1, 2026
