Creates Unused Sick Leave Retirement Option Program III for state employees, providing a payment equal to 50% of unused sick leave hours accrued on or after January 4, 2014, calculated at the employee's rate of pay at retirement

Allows employees with unused Program I (pre-2006) or Program II (2006-2014) sick leave hours to make a one-time, irrevocable election to convert those hours to Program III for the 50% payout

Program I remains available for sick leave earned before January 1, 2006, offering 25% transferred to a 401(k) plus continuing medical/life insurance benefits

Program II applies to sick leave earned between January 1, 2006 and January 3, 2014, providing 25% to a 401(k) plus medical expense reimbursement account
