Creates a 5-member governing board for project entities, consisting of the Office of Energy Development executive director (or designee), two governor appointees, one Senate president appointee, and one House speaker appointee

Board duties include developing long-term strategic plans aligned with state energy policy, approving budgets and bonds, overseeing operations, entering contracts, and facilitating transfer of project entity assets to the state

Board authority is limited to prevent interference with active electrical generation facilities and existing contracts, bonds, or financial obligations

Appointed board members serve 4-year staggered terms with eligibility for one additional term; any governing board established by contract or interlocal agreement before May 6, 2026 is dissolved

Annual reporting to the Public Utilities, Energy, and Technology Interim Committee required by November 30 on board activities, project entity status, and asset transfer progress; effective date May 6, 2026
