Creates a formal process for designating recreational trails on public land as official "state trails" through concurrent resolution by the Legislature and governor

Requires the Division of Outdoor Recreation to evaluate applications and submit them for review to the Utah Outdoor Recreation Infrastructure Advisory Committee, affected counties and municipalities, legislators in the trail area, and relevant state agencies

Prohibits a committee from recommending a state trail if an affected county or municipality adopts a resolution opposing it, or if designation would cause a state agency to breach fiduciary, contractual, or other legal obligations

Assigns management responsibility for state trails to the Division of Outdoor Recreation, with authority to contract with other agencies or entities for management services

Takes effect May 6, 2026, and appropriates no new funding
