Creates the Homeless Services Restricted Account to assist counties with homelessness provisions and allows the Office of Homeless Services to disburse funds to certain counties

Renames the Shelter Cities Advisory Board to the Shelter Cities Coordinating Council and the Shelter Counties Advisory Board to the Shelter Counties Coordinating Council

Creates the Mitigation Fund Task Force to assess public safety costs, develop best practices for documenting mitigation expenses, and recommend a funding formula for municipalities hosting eligible shelters (task force repeals January 1, 2027)

Permits the Office of Homeless Services to issue future services payments (advance payments) to homeless service providers beginning July 1, 2026, with reconciliation based on actual expenses

Increases the annual local contribution cap for the Homeless Shelter Cities Mitigation Restricted Account from $275,000 to $500,000 and from 2.55% to 5% of tax revenue distributions for fiscal years beginning July 1, 2027
