Amends Utah Code Section 32B-7-102 to establish a new definition of "beer" for off-premise beer retailers, limiting it to products with 0.5% to 5% alcohol by volume (or 4% by weight) obtained by fermentation of malt or malt substitutes

Requires beer sold at off-premise retailers to be clearly marketed and labeled as beer, ale, porter, stout, lager, malt, malted beverage, or seltzer

Prohibits beer from containing propylene glycol-, ethyl alcohol-, or ethanol-based flavoring agents

Excludes from the definition of "beer": flavored malt beverages, products containing alcohol from spirits or wine, products with additives like kratom, kava, CBD, or THC, and beverages with flavorings unrelated to fermentation

Takes effect on May 6, 2026
