Urges Utah's congressional delegation to establish a framework allowing the state to voluntarily assume operational responsibility for federally managed public lands under joint management agreements

Requests the Division of State Parks petition the Bureau of Land Management to transfer land for creating Little Sahara State Park, an area receiving 300,000 visitors annually

Encourages negotiations with the U.S. Forest Service to transfer management of Antelope Flat Campground for Flaming Gorge State Park and lands at Pineview Reservoir for a new state park

Directs the Division to evaluate Monte Cristo area (Cache, Rich, Weber counties), Mueller Park Canyon (Davis County), San Rafael Swell trust lands, and Skyline Drive areas for potential new state parks, monuments, or campgrounds

Requires the Division to submit annual reports to the Natural Resources, Agriculture, and Environment Interim Committee in November 2026, 2027, and 2028 on progress of these studies
