Defines "minority leader" and "minority party" terms throughout joint rules and modifies the definition of "increase legislative workload" to remove provisions about Legislative Management Committee appointment authority

Creates new procedures for "sunset bills" (legislation amending repeal dates), requiring the Senate to table House sunset bills on third reading and the House to refer Senate sunset bills to the House Rules Committee

Allows legislators to co-sponsor legislation originating in the opposite chamber and authorizes the Office of Legislative Research and General Counsel to request bills on behalf of legislators when necessary to implement constitutional joint resolutions

Sets limits on committee bill files: interim committees may open up to 5, special committees up to 2, and the Legislative Process Committee up to 3

Changes Legislative Expenses Oversight Committee meeting requirements from "at least annually" to "as needed" and modifies procedures for legislation that increases legislative workload to require prioritization by the 36th day of the annual general session
